Research and Development Programme on Teacher Education in South Africa
  
 The Centre for Education Policy Development (CEPD) is managing a research and development programme on teacher education in South Africa on behalf of a consortium that comprises the CEPD, the Centre for Evaluation and Assessment (CEA) at the University of Pretoria, the Human Sciences Research Council (HSRC), and the South African Institute for Distance Education (SAIDE). The programme is funded by the Royal Netherlands Embassy.
  
 The programme comprises twenty research and development projects, organised under six themes:
 
>Theme 1: Supply and demand of teachers
>Theme 2: Institutional capacity and governance
>Theme 3: Design and delivery of initial teacher education programmes
>Theme 4: Quality improvement in teacher education programmes
>Theme 5: Improving the management of the impact of HIV and AIDS in schools
>Theme 6: Reading literacy in schools and teacher development
  
 The programme is conducted at a critical juncture in the development of teacher education policy in post-apartheid South Africa. It is only recently that teacher education has begun to receive the attention that it warrants. A number of key national initiatives are now underway to begin to address these challenges. These include: a teacher education and development policy framework developed by the national Department of Education; the review of education programmes initiated by the Council on Higher Education; and the provision of bursaries (reintroduced in the 2007 academic year) for student teachers entering initial teacher education programmes.
  
 The overall goal of the programme is to contribute to the knowledge and information base for policy formulation and implementation with regard to the organisation and practice of teacher education and development. The programme has been designed collaboratively by the consortium agencies, each with considerable expertise and experience in the field. The process of developing the programme was undertaken in consultation with relevant stakeholders, including the Department of Education and the Council on Higher Education/Higher Education Quality Committee.
