Many government departments have direct responsibility for post-school education and training. In Nursing, Agriculture, and Policing, government colleges and other institutions offer training. The nature, form and size of nursing education institutions differs widely across provinces. The South African Nursing Council (SANC) differentiates in terms of colleges (institutions that are established, governed and managed by the provincial Nursing Education system) and schools (institutions which are under the auspices and authority of the hospitals to which they are attached) but in practice various institutional differentiations exist, and colleges and schools themselves are not uniform across the provinces. Attempts are being made by the Department of Health to introduce uniformity and coherence.
A team of researchers has been put together to undertake the writing of a new Green Paper on post-school education and training for the Department of Higher Education and Training. This Green Paper will provide an overall conceptualisation of the work of the Department and the institutions for which it is responsible. It will set out principles on which the Department’s work is based, as well as the priorities for each of the sub-sectors of the post-school system. A key element of the Green Paper is to understand the landscape of both public and private post-school education and training provision. This report is a first step in assessing the size and shape of the private post-school system.
This paper considers some perspectives on the role that the NQF is playing in the post-school sector. It considers the NQF in relation to its original objectives, as well as the emerging post-school principles outlined in the draft Green Paper and works towards developing an understanding of the contribution that the NQF can make to the post-school sector.
