Transforming the South African Higher Education System


Programme Overview

A five-year development programme in the Higher Education branch of the Department of Education was launched in December 2000. The programme is a partnership between the Norwegian Agency for Development Co-operation (NORAD), the Department of Education and higher education institutions. The programme is known as the South Africa Norway Tertiary Education Development Programme (SANTED). The purpose of the programme is to assist the Department of Education in the transformation of the Higher Education sector.

The programme has three themes:

  • Access and improved retention rates of historically excluded students to higher education.
  • Capacity development of historically disadvantaged institutions.
  • Co-operation between institutions in the SADC region.

The programme is composed of a number of institutionally based projects that have been identified in terms of the above themes.

The SANTED programme is based at the CEPD (Centre for Education Policy Development).
